欧共体REACH—欧共体上线法律规定(EU) 2018/2005  ，修改REACH绪论XVII第51项中的邻苯二甲酸盐约束

EU REACH – European Union publishes (EU) 2018/2005 amending the Phthalates Restriction in Entry 51 of REACH Annex XVII

欧洲共同体专委会会在欧洲共同体手官公报上披露了(EU) 2018/2005   ，修订版了政策法规(EC) No 1907/2006附表XVII第51项中的邻苯二甲酸二（2-乙基己基）酯（DEHP）   ，邻苯二甲酸二丁酯（DBP）  ，邻苯二甲酸苄基丁酯（BBP）和邻苯二甲酸二异丁酯（DIBP） 。

Regulation (EU) 2018/2005 has been published by The European Commission in the EU Official Journal. The regulation amends Entry 51 of Annex XVII to Regulation (EC) No 1907/2006 on bis (2-ethylhexyl) phthalate (DEHP), dibutyl phthalate (DBP),benzyl butyl phthalate (BBP) and diisobutyl phthalate (DIBP).

四大邻苯二甲酸酯重要繁多各式各样的的东西中  ，通分类的是存重要塑化建材中 。这四大邻苯二甲酸酯应当以一些超出或值为净重的0.1％氨水浓硫酸浓度用单独存重要的东西中  ，也应当以一些超出或值为净重的0.1％氨水浓硫酸浓度的邻苯二甲酸酯组装的风格发生  。

The four phthalates are found in a wide variety of articles as they are commonly present inplasticised materials. These four phthalates should not be present in an article individually or in any combination of the phthalates in a concentration equalto or greater than 0.1 % by weight.

条例(EC) No 1907/2006的附表XVII在某一必要条件下就已经禁用将拥有DEHP  ，DBP和BBP的积木和幼儿康复护理学器具投放广告股票市场 。 DIBP現在也受过限定  ，这是由于它拥有这样于DEHP  ，DBP和BBP的的危害特性   ，但会DIBP也可以代换积木和幼儿康复护理学器具中的DBP 。第51项条例中对邻苯二甲酸酯的其他的限定将从20年1月7日起开始执行 。

Annex XVII to Regulation (EC) No 1907/2006 already bans the placing on the market of toys and childcare articles containing DEHP, DBP and BBP under certain conditions. DIBP has now also been restricted due to it has a hazard profile similar to that of DEHP, DBP and BBP, and that DIBP can replace DBP in toys and childcare articles. The additional restrictions on the phthalates under Entry 51 will become effective from 7 July 2020.

1. 专用针对主要用以工艺或渔业领域  ，或专用针对主要用以室内的材料 。

   Articles exclusively forindustrial or agricultural use, or for use exclusively in the open air.

2. 2023年1月份7目前投放使用股票市场的火车或相应企业产品 。

   Aircraft, placed on themarket before 7 January 2024.

3. 在指令表2007/46/EC使用范围内的机动式来往车辆 。

   Motor vehicles within thescope of Directive 2007/46/EC.

4. 2019年2月7日很久广告投放到餐饮市场上的材料 。

   Articles placed on themarket before 7 July 2020.

5. 调查室施用的精确测量装备非常零安全装置 。

   Measuring devices for laboratoryuse, or parts thereof.

6. 在法律规范(EC) No 1935/2004或(EU) No 10/2011空间内与美食学习的产品设备和建筑材料  。

   Food contact articles within the scope of Regulation (EC) No 1935/2004 or Commission Regulation (EU) No 10/2011.

7. 在提示90/385/EEC  ，93/42/EEC或98/79/EC位置内的社区医疗机械设备和零安全装置 。

1.“塑化食材”说的是以上均质食材：

    "plasticised material" means any of the following homogeneous materials:

    1.1 聚氯氯氯乙稀（PVC）、聚偏二氯氯氯乙稀（PVDC）、聚乙酸氯氯乙稀酯（PVA）、聚胺脂

          polyvinyl chloride (PVC), polyvinylidene chloride (PVDC), polyvinyl acetate (PVA), polyurethanes

     1.2 除硅产品和大自然白乳胶金属涂层外的不管什么各种缩聚物(包扩塑料泡沫缩聚物和产品装修村料等风险性隐患装修村料)  

          any other polymer (including, inter alia, polymer foams and rubber material) except silicone rubberand natural latex coatings

1.3 的表面金属涂膜、防磨金属涂膜、木饰面、贴花、进行印刷设汁金属涂膜

  surface coatings, non-slip coatings, finishes, decals, printed designs

1.4 连接剂、隔绝胶、表面油漆和印刷油墨
